FAQ | The Notice of Some Foreign citizens can re-enter China
Some foreign citizens that have valid Chinese residence permits are allowed to apply for a new visa to re-enter China, in a move that aims to facilitate exchanges after the prevention and control of COVID-19 in the country, according to a notice published on the website of the embassy of China in the Kingdom of Denmark on Monday (August 10th).
And on Aug 11th, Embassy of the People’s Republic of China in Germany/Frech/Spain released the same notice.
Foreign nationals from a list of 36 countries including Spain, Greece, Hungary, Italy, the UK and Latvia, who hold valid residence permits such as work permits, permits for family reunion and personal matters, can apply for visas at any Chinese embassy or consulate in their home countries free of charge,according to the notice.

Which countries are applicable to the new visa facilitation measures?
Full list of applicable countries:

What are the material needed for the application?
We consulted a number of Chinese embassies in European countries, but the list could differ for different countries. The materials mainly include:
1. Valid Passport
2. Valid residence permit (work permit, permit for family reunion and personal matters)
3. An explanation letter of the cause of the emergency issued by the employer in China (with an official stamp);
4. A copy of the business license of the domestic company will need to be attached
5. Proof of relationship will be needed for family visa holders.

Can I consult the Exit and Entry Bureaus in China about the applications?
We communicated with relevant personnel from Shanghai Exit and Entry Bureau about this matter, but they have no comments since the notice was issued by the Chinese embassy abroad instead of official departments in the Chinese mainland.
We are contacting the Embassy of the People’s Republic of China in Denmark to confirm more detailed information about the application procedures.

Can I apply if my residence permit expired?
The notice mentioned a valid residence permit. Please note that if the residence permit expires before the visa application, it cannot be processed according to current notice. (If the expiration date is after China issued the entry ban on March 28th, whether they can apply still needs to be confirmed)

Can student visa/business visa/visit visa holders apply?
As the notice mentioned, the valid residence permit includes work permit, permit for family reunion and personal matters, which does not include student visa (X1), business visa, visit visa, which means they are not within the scope of authorization.
